In a landmark victory, the United Nations Human Rights Council (UNHRC) in its 31st session under item 7 voted last week to establish a database of businesses involved in illegal Israeli settlements, due to considerations of the implication of Israeli settlements on the civil, political, economic, social, cultural and human rights of the Palestinian people.
Despite severe pressure, threats and blackmail by Israel, US, and EU officials including the UK, the resolution was adopted in Geneva 32-0, with 15 abstentions, including abstention from the EU states. It was reported that UK also lobbied hard on Israel's behalf including threats that a failure to remove the paragraph could affect both “aid to the Palestinian Authority and bilateral ties” and stating it would not cooperate with the process of the establishment of the database. When the paragraph was not removed and the resolution was carried, it was reported that the UK decided as a punitive action to additionally abstain on the immediately preceding resolution concerning accountability and international law in the OPT.
EU states, including the UK, also abstained from the other three resolutions passed on the day concerning accountability and justice for all violations of international law and a resolution on settlements.
Although EU's policies recognise Israeli settlements as illegal, it fails to hold Israel accountable for it's breaches of international law but instead joined shoulder to should with the far right Israeli governments fight against the BDS, the largest nonviolent Palestinian-led human rights movement. Despite Palestinian and European groups calling on European Union ambassador to Israel Lars Faaborg-Andersen to cancel his participation in an anti BDS conference on Monday, Faaborg-Andersen attended and stated in his speech that the EU is against BDS and welcomed settlement goods in Europe.
In a response from the Palestinian BDS National Committee, Mahmoud Nawajaa highlighted the EU's complicity in protecting and maintaining Israel's regime of occupation, settler-colonialism, apartheid and Israels' serious violations of international law, including war crimes. He stressed the importance of engaging in BDS and the need to intensify grassroots and civil society BDS campaigns against the Israeli regime as well as against corporations and institutions that are implicated in its human rights violations.
